‏‪6:50‬‏ It's always locked if you didn't interact with the DJ, but there is a trick for getting in it without dancing which is by getting a sniper rifle (there is one at the top of the staircase in the studio-like building near the underground trainstation) and getting a grove street member (they hang around the beach area but you need to be lucky to find some though) and trying to enter the van, you won't be able to enter but the member can, then go far away and shoot the member with the sniper rifle, his door will open and you will be able to enter the van

Also for anyone having same issues with mouse at 0:44 I remember that there was a fix for San Andreas in which you open task manager>details>right click on GTA>set affinity>and then you check only 1 box preferably CPU0. Maybe it would work in GTA VC also since they're on the same engine

For the tech issues in the beginning, go into task manager, go to details, right click on the VC executable, set affinity, and make sure only CPU 0 is selected. This works for all three games in the trilogy.

You can do better at The Shakedown. Shoot the last window while you're close to an exit of the mall, then quickly exit. The cutscene don't occur and wanted levels are still there.
